Sticky TAB key?
I'd check to see what background tasks are running, and see if any of them may be conflicting with GW. They would most likely be little XPS or malware type applets, because I don't think any 'normal' Win7 background tasks should cause the problem.
You could also check - I assume it's a laptop - that 'gestures' on the track pad aren't causing it, maybe when you accidentally brush the surface while using the keyboard.

dont know how to check background tasks, either way, run as administrator still doesnt help, they still change targets automatically, and account wide my settings shouldn't have changed based on pc's. anyhoo, i try to cast on certain targets at times, it switches to a different one, i try clicking on a skill and it doenst work, and even sometimes clicks the skill next to it instead, only way is to hit the damn button

Check your Systray (lower right of the task bar) to see what's running in there. If you have a bunch of little applets, try opening them and finding an option to close them, at least temporarily, while you play. If you find that closing one makes the problem go away, then there should be an option to prevent the applet from loading when windows loads.

Try this:
Press start, click the control panel, then click on the ease of access center. Choose "change how my keyboard works" then find sticky keys and turn it off.
If that's not the problem, then you're out of luck.
